Writing a thank you letter after you have been to an interview is good practice.

When should I send this out after the interview?
As soon as possible! I would recommend sending it out within 24 hours of the interview when you are still fresh in the interviewers mind.

This is the ideal time to mention somthing you forgot in the interview. Again keep it short and to the point.
Can you use an email?
Yes! Why not? Make sure you email the relevant person and not the basic email address or it may never get there.
